You want to turn off a DLC, you uncheck it in your library
Espionage as a DLC adds no difficulty to sandbox or anything else, it's just some buildings
The part people cry over is the espionage campaign (its slightly harder than the normal one)
People also seem to forget there are difficulty settings each time you start a map of any kind, they leave it on normal or turn it up so they can brag, then cry when they fail without acknowledging they brought it on themselves
If the normal (already easy) modes in this game are hard for you, turn down the difficulty. You can shut off every challenge the game has.
I own the main game + waterborne was wondering about for Espionage because if they attack even though you hve good standing with them that seemed broken to me.
There are events that cause it, people just dont read
Theres a mock-war you enter and they will attack you "for fun" (technicall its a propoganda campaign, you have options for why its happening and your rewards)
There's nothing broken about it, unless you skip all the messages and get confused
