0. I had already gone through System Security and added an exception for the .exe of democracy3 .... may have helped ... but I dont know.
1. Its a game using Java. So if youre on a PC make sure you install the Java Run Time Environment. I think 1.8 or something is what I grabbed. Then in System Properties (likeloy need to click Advanced System Properties ... I added an Environment Variable ... "Java_Home" with "C:\Program Files\Java\jre-1.8" which is where I installed Java. If you install it somewhere else ... then you'll want to use that address. Still in System Variables I edited the Path entry and added a line at the end "%JAVA_HOME%\bin" at this point the game loaded but I now only had squares where text should be....no images.
I then ... within steam ... removed all Mods. This had been a fresh install but my previous mods from years back were still downloading as well. After removing those ... it opened fine. Course now the game is not playable cause it HAS to start with 0 GDP and tons of debt ... with no options but to cut Pensions and the military while dodging assassins and waiting for political points to raise taxes to nose bleed levels. SO ... I slowly readded Mods and in steam you can fumble around and click to load the Mods in the best order. ( Probably should be a default thing but what ever ) .
Then I have mods and can play again.
