Are you serious? Do you forget what you were like when you were 13 or something? Are you really that old and naive?
When I was 13, I was watching rated R movies all the time, even in theatres. Hell, I started watching porn when I was 11. You seriously underestimate what 13 year olds can handle.
Besides, calling the seen "gruesome" is ridiculous. Did you grow up in the 30's or something? The whole scene was extremely tame.
"Content is generally suitable for ages 13 and up. May contain violence, suggestive themes, crude humor, minimal blood, simulated gambling and/or infrequent use of strong language."
Seems about right.
I'm not sure why you would compare Skullgirls to the evening news though. It's more comparable to movies and tv shows, which do show decapitations. Go watch Highlander.

That's because Skullgirls behaves more like a cartoon than real life. Picture the last time you watched an episode of Tom & Jerry. You had some pretty "gruesome" moments, like Tom getting slashed vertically in half by a pike, Jerry being run through a sausage grinder (or whatever you call those things) and coming out the end as a sausage, and Spike's skull being caved in by a falling ironing board. I'm sure there've been moments where the cast of Tom & Jerry have been decapitated as well. That was all okay to air because it was a cartoon; everyone can tell that they're not anything like real life. Of course, when you slash a person in half, or run them through a sausage grinder, or cave their skull in with an ironing board in real life, it's not a pretty sight.
That said, decapitation happens to go under the category of "gruesome acts that aren't bad to see in cartoons." It's the bridge between cartoons and real life that you need to realize exists.
