AFAIK there's no consensus on a tier list for the current patch, but Band has always been strong. You'll see Dekillsage running him in nearly every major tournament grand finals.
Beat Extend, Brass Knuckle, and A-Train are three of the best assists in the game. There's an old joke that says SG teambuilding consists of taking two characters you like and adding Big Band.
He does have some polarizing matchups as a point character, certain counterpicks can bully him pretty hard. But this is a manageable weakness because SG is a team game, he's usually run as mid or anchor and the rest of your team should take care of any threats to him.
