I noticed one of filia's costume in the DLC looks identicle to Hatsune Miku's color layout. Filia's costume already kinda looked like Hatsune's so i'm thinkng that might be a reference. But then again I don't know.

Not just the colour palletes, Peacock's quotes are references to popular western cartoons and some of the items she drops are references to other segments of pop-culture (like the TV with Fillia crawling out of it being a reference to Sadako from "The Ring").

Also yeah its hard to even say all the palletes that are references because there are SO many. Just with Parasoul we have Poison Ivy, Armstrong from FMA, some red character from Panty and Stocking, Fluttershy from MLP, Jessica Rabbit, and I'm sure more that I just cant think of or dont know.

Nah, there isn't a Sailor Moon Filia palette in the game. But if you need a magical girl genre reference, look to #18 which is Madoka Kaname (Puella Magi Madoka Magica).

The Skullgirls wikia Nekomoon mentioned is good, and I like the Shoryuken Skullgirls wiki[wiki.shoryuken.com] too for explaining the palette references.
