I have a similar set up but a bit lower grade
OS: Windows 8.1
CPU: AMD Phenom II X4 N930
GPU: AMD Radeon HD 5650
I can run it flawlessly up to 1920x1080 resolution (haven't got a monitor to test more) so you should also be able to.
Does your set up have a secondary GPU? (some have 2 video cards. One for power-saving and one for heavy stuff) If you have, make sure Skullgirls runs on the Radeon GPU and not the other one. You can set it in video settings.
If not, try verifying integrity of game cache through steam.

It dips down to ~55 fps during super animations, but the rest of the gameplay is at a steady 60. Haven't tried it online though. 3D backgrounds off and resolution set at 1024x576.
