He was built around a theme, like peacock (instead of cartoons, musical instruments, mostly jazz)
I don't like Peacock's design either
Personally I always hate his range. He can be punching me from six feet away, and any time I can get close enough to hit him he punches me across the stage. When I'm approaching, I don't have much time to react to his attacks, so I can't exactly block (which I need to work on). Of course I'm not very skilled at the game, but I happen to die at least once every time I face BB.
I do not know a real reason why people do honestly hate him other than he's good at harassing new players (or maybe because he doesn't have boobs). Judging from other game communities, if the character isn't from release and doesn't prove to be the EXACT character everybody wanted (voice, appearance, play style, etc), there's gonna be at least some hate on them.
I believe you pretty much summed it up.
Tips against Band: He doesn't like assists, a good one knows your combos and parries the first hit.
As a Big Band player who is still fairly new to the game I find he can either exploit or be exploited.
And as Burmaz said, assists do help a ton against Big Bands from my experience, usually if I can I have a peacock as a 2nd character and have a ranged assist so I can call on her and then close the gap with the Big Band who either has to defend or take damage (though its usually best to stay ready to guard incase of a brass knuckle).
Though again as I'm still a fairly inexperienced player take everything I just said with a bit of salt.
One thing I keep in mind: if he's not moving forward, always assume he'll be going for a Brass Knuckles or Take the A-Train in an attempt to trick you, as unless he's in mid-combo, he can't build up to those without backing up/crouching.

I hate him because he covers so much damn space and has a ridiculously skewed effort VS reward ratio, even compared to other "easy" characters in the cast. When you get better you'll realize that even if you do block his attacks, if the person playing him isn't being completely stupid they can just keep using his enormous range to keep you out, and all it takes is one screw up on your part for you to eat a huge damage piss easy combo.
This is why you see him paired with Peacock so damn much, not only does he cover some of Peacock's weaknesses, he synergizes with her stupidly well and rewards the same mindset of "frustrate your opponent to death."
What you gotta do is basically either get in and just never let him catch his breath (yes I know this is hard) or pick a character who can outzone him and just play the Big Band's game better than he can. Yeah, I know, playing lame sucks, but that's what you've gotta do against certain characters.
