Not true. Seeing as how they are the ♥♥♥♥♥♥♥♥ game developers they have control over "opness". They weren't incuded in the game because they didn't have money please consider your facts. I would rather keep to the characters that ARE in the game, but in universe the three deities are very powerful. I wouldn't say the MOST powerful because they aren't actually goddesses just monsters mascarading as goddesses. But yeah, time control and space manipulation are pretty strong and they can give the whole cast a run for their money.
Having that said, Double probably should be near the top spot.
Playable? Eliza.
Eliza isn't too far behind, though admittedly I haven't gone through her story personally. I just know she's basically some kind of undead demi-god. Out of all the cast, I'd say her powers actually translate into gameplay the best.
Behind that, basically any of the frankenstein characters. Peacock, Big Band and Painwheel. Painwheel might actually be virtually indestructable, seeing how much damage she does to her own body during a fight. She's gotta have some kind of regeneration abilities to do some of the stuff she does, and I seem to remember most of the characters she fights fail to do more than knock her out for a while.
I'd say Fukua is in the same tier as those characters, too, even if she's non canon. Just because she's got the combined power of two warrior's souls, unlike the other parasite characters.
The parasite characters probably come here. Not much needs to be said about them, basically a random girl and an undead opera singer with a powerful parasite attached. I'd say Squiggly is likely a good bit more powerful than Filia based on apparent experience and the fact she actually holds herself in a fight like she has half a clue what she's doing. Samson just kinda flings Filia around.
I'm a bit blurry about where everyone else fits. Especially Beowulf. Beowulf seems a lot like Cody in SF4 in the sense that he's a hell of a lot more powerful than he rightfully should be, and not even he really understands his own strength. I don't know enough about Robofortune, but I assume she's pretty powerful. I think Parasoul is the weakest in terms of raw power, but is very skilled and has good resources and people available to her.
Well the whole "Fukua has two warrior's" souls thing, Painwheel and Peacock have TWO parasites. Big Band has more experience than those two, but he will never be as powerful as them given the same ammount of experience. Painwheel also has skullgirls blood in her, making her extra powerful.
Also:
For the thousandth time. The "reason" they aren't in the game is because they weren't popular. The characters were voted for.
That said, I think Big Band is more powerful than you give him credit for. I'm not entirely sure -how- he's capable of it, but that body of his seems to bend reality in the same way Peacock does.
I feel it's kinda hard to judge a lot of the characters that aren't in the game because we haven't really seen them in action. I thought Beowulf was going to be weaker canon wise than he turned out to be, for instance.
