To block low, hold Down and Away from your opponent.
Some moves break low block, like most aerial attacks and certain grounded attacks (Parasoul's back+Heavy Kick, for example). These are referred to as "Overheads"
Some moves break standing block, like every character's down+Light Kick. These are referred to as "Lows"
If you're in the air, there are no "Overheads" or "Lows", and you can just block outright without worry.
Grabs will beat blocking, so watch out. You can hold Up+Away to jump away if you think a throw is coming (You can't react because they're too fast), or you can break regular throws by pressing Throw yourself (Light Punch + Light Kick)

However, if you're close to an attack that's coming out, your character will go into a blocking animation until the attack ends.
