I don't know why the game doesn't have a colour editor (KoFXIII) and sell actual, legitimate skins (i.e., cosplay outifts) as DLC... Hocking colour edits for 5 clams for 5 is, well... frankly, penny-pinching.
Changing the actual sprites is harder than it sounds.
I know there are a few characters that have different features on certain colors, such as Parasoul's glasses, but I don't think it was easy.
You need specialized programs to sculpt the ♥♥♥♥ anyway. Which isn't hard since you can parts swap and do other stuff to save time. But at the end of the day the only reason people could do that in SSF4 and SFxT on PC is because they're using 3D models and not sprites.
