As Lo-fi said, Squigly was free for three months (or was it even longer?) after the game released. This 'free at first, then pay if you missed the boat' is the plan for all the future releases (Big Band just got here, still waiting on Eliza, Beowulf, and Robo-Fortune). Don't worry about them being treated as pay-to-win nonsense!
As far as balance goes, I wouldn't say Squigly is particularly OP. My winrate with her is kinda low actually since she has stances and cancels and generally isn't made for a rushdown 'pick up and win' approach. She's lots of fun and cute as a button though, so I still play her =)
I know this is sort of unrelated, but Marie is a Skullgirl, none of the playable characters are.
That's not true at all actually.
Anyway, she's not OP at all, she's just good. Her gameplay and design overall are brilliant, though. Her stance and sing mechanics are beyond unicness, she requires some skill to use at best of course, but it's worth it.
IMHO, She's pretty good at dealing against Painwheel and Cerebella, and has a bit of a hard time against Filia and Parasoul
