Report a translation problem
You can choose it by pressing down when you select a fighter. Otherwise, Painwheel are one of the five that have the alternate voice.
They're turned on by holding down whatever button you used to select the character. If the voice pack is on, their name in the character select should turn a darker color.
More specifically, by pressing down while in the color palette menu from selecting a character with the start button.
Also yeah, alternate voice sets are pretty awesome. You could easily make some really comical ones, like imagine a G-minor voice set for someone... like Eliza.
Then I could be disturbed while Horus rains down upon me from the sky like water in veitnam's monsoon season, since her voice would sound incredibly off. But I'd imagine that sort of thing from like... Double if anyone, sicne she's kinda creepy to begin with.
