I think Robots somehow don't count to them, akin to FNAF's Chica who is sorta maybe probably possesed by a youngin, & then you have certain animations of Chica that showed up even on youtube.

actually they kind of did in SFV.

Sakura has her classic SFA costume, but the changed the panties into big bloomers that start to cover the upper thigh slightly.

Which is hilarious that they chose SFV to censor that costume, when she's a fully grown adult in that game finally. She's the same age as Cammy btw.
