There could be several reasons, among them being that they are stupid, trying to just censor the populist, desperate for new people to buy the game, etc.
Please everyone, don't be narcissistic supply. I want to know the answer to my question because I can't figure it out. Why do they censor combs but put in crotch shots of an immortal 12 year old into their game? Please help me understand!
It is way worse than that. They highlight those underaged Filia panties, basically saying "look over here we want you to see her undies". They even removed the option to make those blend into the color palette.
It is worrying how much they promote child exploitation.
Also, they did those changes for EVO. They want EVO to become exactly what they pretend to fight against.

They've been doing this for a long time and during that time they were implementing a crotch shot of Annie. I just don't get it. Why is that okay and everything else like Filia's comb not okay? They alter the color FIlia's panty flash but they create one for Annie. I don't understand their logic, hence the topic.
This is why historically 0 male characters have been censored. Nobody alive sends in complaints that men are sexualized.
Meanwhile feminists often send in complaints that women are sexualized. But most feminists do not actively play games, which is why they usually just mention a single thing, instead of a list of everything wrong with the game that they found through hours of playing. So only those few things they submit get changed and censored.
This is why many oppose censorship heavily. Because they know a publisher will never stop because feminists will constantly find a little thing here and there forever, with just chipping away at the art until it is all censored. And not a single extra customer will be gotten from the changes.
Let's put this in the eyes of the far left and the right. Both parties wants censorship. Yet, this path is on the right side of censorship. Cause I've seen this happen before in the 80s, where the right wants to ban porn, anime, etc. So I can see ppl quickly jump to "trump supporter" argument. Yet, the left does the same thing in terms of censorship just in different ways. Overall, this trend will hurt gaming as a whole if no one doesn't seen the warning signs. I DO know though, if this gets accepted in the eyes of gaming corporations, you WILL see outcry of those who are defending it when THEIR game gets affected. It's just a matter of time....
Some of the changes are straight up neurotic like the removal of the hair pick from Filia's hair. I'm wondering if it isn't the result of the devs themselves and their own internal issues?
