SF3 is a classic its possibly the greatest hand drawn animated 2D fighting ever made. It looks bad on LCD but looks like HD on CRT because it was designed for CRT as CRT has a unique ability to scale small sprites to pretty much any size without any loss in quality.
Thats the real downside of SF3 if you ask me, the Xbox 360 and PS3 port of SF3 is much better than the FightCade Rom because Capcom had done some work with the internal sprites with filters that allows it to come out better on modern LCD screens.
I would encourage you to buy Skull Girls because not only is the online more active on PC than SF5 is with Cross Play enabled. But also because buying this helps show support for the devs and we can in future get an update for this game maybe more stages or characters etc.
Skull girls is an absolute beauty and it plays just like Marvel vs Capcom and everything is hand drawn for 1080p HD perfection, 3D never works good for 2D style. The reason they do it is mainly becauuse developing 3D games is a lot cheaper than 2D sprites. But its never the same as real 2D
Batman.
Jokes aside, USF4 was pretty much dropped by most of the SF community in favor of SF5, and SF5 is apparently good gameplay-wise but has had numerous bugs and issues over it's release (some of which were game-breaking if I recall). Also Capcom's bad habits keep coming back, like charging for DLC that they said would be free.
