what i could suggest is going to your games properties and see if big band is just not installed
If you truly bought Big Band at one point or another, you should have a receipt somewhere. Check your e-mail and/or transaction history, contact Steam Support, and demand that they return Big Band to you.
You paid good money for it.
If he's listed there, then try restarting Steam, or uninstalling and reinstalling.
B.Band was free for three months. During that time you could play him without owning DLC. But to continue playing him you had to go to DLC's store page and "buy" him for free. It was more of a ritual than something that actually make sense. Now you have to pay money for him.
My advice: wait for sale or ditch SG.
If you have played him on the regular game, then you must have "bought" him (for free) at some point and Steam should have sent you a receipt for it. If you have the receipt for it, then contact Steam support and then ask them to sort out the situation for you.
I might be mistaken than I was able to play him before "bying" him. The one thing for sure: Big Band is shown normally at every character select screen even if you don't own the DLC.
From the way Big Band DLC was "communicated" on Steam it looks like a scam.
Let's start from positive example.
Here is how you tell people that you released a DLC that is free for some time:
The <Fun DLC>, all new content for <Awesome game> is Now Available on Steam and is absolutely free today only*!

Notice there is not a word about Big Band being free for limited time.

Notice how information about Big Band being free for limited time are hidden between gibberish, game updates and pantsu shots.
So we have it: one really cool company was honest and clear about DLC being free for limited time (and it was really cool PR move); LabZero lied anf tried to hide the truth. Not cool, LabZero, not cool.
we know you don't like the game, we know labzero is evil, for you've been telling us all this for ages (i've been here for only a month or so, but I imagine you were rampaging way before my time)

Unfortunately, it is not "crazy paranoia" - this is how Big Band release was communicated to Steam users. And here is the result: confused users and forum threads created by them. This is all as real as can be here, proof links provided.
Why LabZero (or Marvelous AQL) announced Big Band's release this way? I see two possible reasons: stupid greed or general stupidity. I don't know which one, honestly.
I know one thing for sure. SG would be better without lies in news, poorly written announcements and players' confusion. But you know, if no one says that Big Band's release was announced poorly, the same thing will happen to Eliza, Beowulf and Robo-Fortune.
