They're pretty much done with the game (they released the final patch a while back), and I'm pretty sure it depends on the publisher anyway...

I think many Chinese players give up this good game because they don't have Chinese

Unless there's already a localised console version, it's highly unlikely to see any additional languages being added anytime soon.

Also, if people are dropping it as a fighting game and not for the extra stuff (story, tutorial...) due to the lack of Chinese support, I think they have to consider the gameplay side of things a bit more. I'm saying that since fighting games are probably one of the easiest game genres to pick up and play despite the language barrier, though in-depth mechanics will likely always require dedicated guides and explanations (which are most of the time not available in-game).

The mobile game is a completely different game that was made by another dev team and is published by Autumn Games, who apparently don't have the rights to the IP but keep using it. So I don't really think it's that easy for them to make it happen.

Actually IP is owned by Autnum games and they didnt pay royalties to devs so Lab Zero doesnt want anything to do with Autnum games until they are paid those royalties. rip SG2

Oh, my bad, it was the royalties... Still, they logically shouldn't be allowed to use the IP either way.
Autumn legally owns everything, that's why they were able to screw over Lab Zero. Apparently though it's finally been sorted out as they've struck a deal to have L0 animate a new character for mobile.[forum.skullgirlsmobile.com] There's some teases that this could pave the way for a possible SG2 someday, but don't hold your breath until it's confirmed.

For now, SG1 is done and will not be receiving any more updates or translations.
