NO WAY. A leveling system is exactly the reason why sandbox is sandbox. It ain't called creativity for nothing.
Boundless builds and inspirations, now inhibited because you 'don't know how to' build some type of block.
Is that really what you want?
Also, a 'research' like mechanism is already in the game. The requirement of specific resources to build. Certain blocks need specific, and sometimes currently inaccessible, resources.
As a third reason to say no to this, any and all build in the workshop that claim to be 'survival ready' would not be. Solely because the build would use blocks that would not be accessible to the beginner player.
To make my point, this is an absolutely terrible idea. However, freedom of speech, all.
Ok, for one, you just described an entirely different game that, from the way you just described it, is in no way related to Space Engineers, aside from the actual developer's company.
Secondly, you just 'unofficially' trademarked the idea, meaning that the company won't use your idea anyway.
Third, from the sound of it, your basically asking them to create a Minecraft server (with all that teleporting nonsense) that looks and plays like space engineers.
My suggestion is that you bring that idea to a game developer, and fund it yourself. I expect to see your 'Modern Engineers' on Kickstarter by the end of 2020.

It would also be cool to see custom planets from a bigger distance.
Depending on the game type usually drives the map size, RTS map size can easily determine if you have to CQB or maybe trade distance for time to build a large army.
FPS too large a map and you will never find each other.
I still like the idea of starting off in a single player campaign to do the learn the basic controls and fucntions, mine around in single player a little bit, and having a high tier item like a warp gate for multiplayer functionality. if you build a warp gate you have connect to others establish trade routes or wage war.
An additional concern is as mentioned before on different comments, additional blocks, like:
a ladder
automatic airlocks (where if you want to pass it automatically closes the door behind you,
maintaining pressure)
rails(more like railways so you can make a train thing or an elevator)
'ramming' blocks that are made completely out of stone and have a one use type thing but otherwise completely protect against damage
armoured variants of stuff like thrusters or oxygen farms.
a later mentioned blueprint block, similar to a LED screen
repairing a ship(and adding a 'blueprint' block where you can save what the ship should be and npcs would automatically repair/rebuild broken parts), and parts automatically degrade over a period of time (50% chance of a 1% degradation a day)
you could add a npc and 'settlement' system like fallout 4 that has to be done on a planet or sufficiently sized asteroid, and you need to keep stuff like oxygen at a high enough rate in which case you can make npcs do some of the material finding(where it marks on the HUD)/harvesting and maybe a 'dynamic building' system so 'settlements' can be a little more self sufficient
Making food a thing would help
For movement, if you slam into a not gravitied ship at the wrong angle you boots won't activate (which is kinda troublesome if you have a ship that is flying/spinning out of control), a possible fix is adding an feature for 'stumbling' for when you fly into the ship (face toward the ship) then righting yourself and resuming as normal.

Probably some kind of objectives or milestones would be amazing.
Some new Weapons like the BAttle Canon and Turrets (DX11) mod since you literally only have 2 options: gatling guns or rockets. A heavy cannon (turret) would be nice, but that would have lower priority.
A new thruster. What about a small ship booster rocket which will give the ship an explosive boost of speed, yet need to cool off for a few seconds, and would allow fighters to dodge and stuff and kick-start their flight. (maybe double tap a direction to activate)
Wings. This would allow planes, gliders or even cruise missiles to be built and would be a low-power way of traversing planets without so many upwards thrusters.
Nothing urgent, but would be nice to see
