If you really need a Safe Zone because you play with a lot of enemy Mods
=
I recommend to build undeground and use a Tiny Safe Zone to block the access only.

@Dan2D3D I'll take your comment as there's no way to do it and just accept the fact and deal with it. Unfortunately, having a build / repair spot outside the safe zone is not a viable option at this time but perhaps when I'm a little more established in my universe. Thank you for your time.

If you have the Economy DLC, you can choose a different appearance for the safe zone. Some have less animated distortion. 'Restricted' seems to have the least animated distortion over all.
It may also be possible to make a mod that takes away the distortion of the default safe zone skin.
I've not used a safe zone in ages, but I just did some testing and the distortion effect you show/describe does not happen for me at all, I suggest you experiment with the safe zone area graphical indication and possibly your game graphics settings, it should be possible to remove or minimise the problem this way.

Workaround would be to build a "Garage" where the walls will remove this "problem", well a good solution if it affects you a lot.
Adout indestructible "defence tower", you could add Decoys around those to lure enemy ships to go right next to your indestructible turret and get destroyed, you just have to loot the debris :)
I have all sorts of indestructible "defence tower" :

Yeah, that's the exact effect I'm talking about. Really difficult for someone who suffers from motion sickness like I do. And I wish I could design and build like you do. Those towers look beautiful.
So place the SZ above you / underground station, a bit like an umbrella.
