Game "Manifest Unavailable" error
The game won't download anything. It is trying to download a Workshop update on a subscribed item and it fails giving that error on the steam download area.
I have tried;
1) Switching download server hosts, a great many of them.
2) Deleting contents of subscribed mod folder
3) Restarting Steam
4) Restarting PC
5) Verifying game files

Game still won't download anything. I do not want to uninstall the game as I am afraid it will not reinstall. This game error has been a part of this game since day 1 nearly and never been fixed.

Hi, "manifest not available" message is usually a connection problem where a PC restart or change the Steam download region will fix.

OR, contacting Steam support they will suggest to Flush Steam DNS.

From Steam Support :

You can also flush your Steam DNS to try to solve the Steam Manifest Unavailable error. Flushing your Steam DNS will essentially reset the configuration on the computer.

Here’s how to Flush Steam DNS:
- Press Windows + R button on keyboard to open the Run dialog box
- Enter “steam://flushconfig” and hit enter
- You will get a Steam dialog box with the following error message - “This will clear your local download cache and you will need to login to Steam again”
- Click OK
- Restart Steam and enter your credentials again.
+
- Open the Run dialog box again (Windows + R)
- Type and enter the following: “cmd”
- In the command prompt, type and enter the following: “ ipconfig /flushdns”
- Close the window
- Restart your computer.

I have done that and at step three I do not get any error or warning pop up talking about clearing the cache. I just hit enter and nothing seems to occur. Or at least I have no pop up. Steam also does not shut down or restart. I have found this internet reference material before and tried it. It seems like a very old and outdated reference to clearing your download cache. Which when the download cache is cleared it does what it said here. And I have done that several times.

You may contact Steam Support, it's in help on top of your Steam app, they will tell you if they have a new updated solution.

Question :

Have you enabled the in-game Steam Cloud from Options in main game menu ?

Asking because that Cloud option is not made to save at all and gave problems to member using with only one PC.

-> That in-game Cloud option is made to create Cloud Blueprints that will auto transfer to our second PC having the same Steam account but very limited and we have to empty the Cloud folder from tiime to time to be able to create more Cloud Bp,

A lot reported not able to create new Bliueprints and not able use the Workshop when their Cloud folder is full.

Yes I have that enabled. I will turn it off. I also deleted my entire mod folder contents and it has not redownloaded yet.

To do before disabling the in-game Steam cloud :

1 - You will have to paste all your "Cloud Blueprints" in a creative world.

2 - Go disable the in-game Steam cloud in game options.

3 - Load the creative world where you pasted all your "Cloud Blueprints" and redo Local Blueprints this time.
