if you have windows firewall, i think you will have to make an exception for Space Engineers.
Ty for the response however it turns out I've already done all the steps listed and already have exceptions for Space Engineers in my firewall
[edit] also, did you give the server a static IP address?
Yup ports are open, checked with that port checker already and yup got a static ip adress assigned

Ok ran the test, only running through one router, I feel like we're running out of options here

I DMZ'd my laptop and port forwarded 8766 (UDP) and 27016 (UDP) and ran a new empty dedicated server. It loaded and was visible when I added the IP to my favorites list back at my place, but due to it being DSL, it was very slow. Despite being slow, it is a step in the right direction, since nobody could see my server when I try to host it from my place (I also have cable-based internet, (50Mbps Down/5 Up) with any combination of settings.

I tested another neighbour's place, with their internet being cable-based with 20Mbps downstream speed and what appears to be open NAT settings. I port forward the same ports, ran the server, checked the IP on my favorites list back at my place, and it was showing up. A fast, steady connection.
So I'm wondering if it's the NAT setting that is the problem? My ISP claims that all ISP's use NAT to send the internet to their client's modems and therefore computers/devices, yet don't support any changes to the software or modems (router+modem combo, in my case.) Their so-called "Tech Support" representatives even went as far as prompting me to call their "Beyond Tech Support" line to resolve my problems, since they "don't cover that sort of thing", which costs money to do, on top of me already paying nearly $100/mth for internet. What kind of tech support doesn't do tech support??
