Weapon core issues

I frequently travel , and need offline mods to work, ive been through all the google links but i couldnt find anything. ive ported all my mods to my %appdata% mod folder, but when i load in weaponcore acts like its either not there, or doesnt know what to do. I.E. some weapons have a few weapon options but range is stuck at 0 and even when i get them to shoot they do no damage. and some act like conveyor sorters. but when i play the game online eveything works just fine, ive moved mods individually, all at once, none of them even have an .sbm file in them. ive re-downloaded them all multiple times and even painfully moved 1 folder at a time. not sure where to go from here.
