That said, I usually have to enable "Experimental" from game options to unlock all world advanced settings and unlock "Impulse axis" on Piston so you can add more when needed, some Piston setups need more Impulse axis to be able to extend/retrack.
OR
Just add a rotor on the piston head to be able to extend/retrack on default Impulse axis values.

You may also share the save here so Veteran platers can load to help you find the solution or confirm it's a bug to report.
How to share a world save on the Workshop :
1 - Select your save (with character saved in front of the bug).
2 - Click the "Publish" button on the left.
3 - Choose a proper Tag, check Steam upload and click the OK button.
4 - Your world will be uploaded to Steam Workshop.
5 - Paste the Workshop item link here.
I have shared the workshop link in the top post. It should be pretty straight forward to see the bug in action, it happens on the second cycle, the piston is named horizonal lower. The piston head becomes immobile.

Details :
1 - I have notied it works very well till inside Voxel, so all good outside.
2 - I have added more impulse axis that broke some pistons because too powerful :

3 - Aimed at your creation and hit Ctrl+X to delete it.
4 - Noticed one subgrid locked as a station :

Conclusion
= Looks like the problem happens because the pistons are not able to move a station grid, that part becomes locked as a station once in the Voxel :

You may have to try with Adv. Rotor on piston head to be sure the subgrid will become a ship after a unmerge.
Testing needed to see if that can work.

But you may also send it to the SE Programmers and they will tell you if it they will fix or not.
I have also tested by removing Voxel around the grid (using Voxel tools) to see if that can help but still locked as a station and not able to move at all :
