You may be experiencing something similar to what I just went through.
1st, check your game settings and make sure that 'steam cloud' is turned off (unticked).
This setting is in the same menu that turning on experimental mode is in.
The cloud has a set space limit, once you've reached that limit, you can no longer save blueprints until you get rid of some of your existing blueprints.

This will force your blueprints to be saved to your hard drive rather than the cloud.

If you end up in the same situation that I did, and all of your blueprints end up in the cloud, you can still copy them to your hard drive, with a little work.

Step 1: Make sure that the cloud is on, so you can access it.
If it's off, you won't see any of your blueprints, only the ones you've subbed on the workshop.
Step 2: Make a new creative world with all mods that you used when making your blueprints loaded. This will avoid errors.
Step 3: Paste every blueprint that you want to have saved to your hard drive.
I had quite a few, so if you are like me, this can take a while.
Step 4: Once all of your blueprints are pasted in, save the world and exit.
Disable the cloud and reopen your 'blueprint' world.
Step 5: Re-blueprint everything that you just pasted in and they will now be saved locally.
You will know this by the little house icon in the lower right of the image for the blueprint.
Cloud blueprints will have a little cloud icon in the same location.

It's usually easy to copy local saved data like blueprints to a portable storage device or medium like a USB stick... they are relatively inexpensive even for quite large capacity.

Hi, I strongly recommend keep the in-game Steam cloud Off if you have only one PC, to be able to create "Local Blueprints" because only the Local ones are saved, can be edited and published on the Workshop.

With cloud OFF -> Take advantage of the Workshop as Backup system, because :

1 - No limits over there.
2 - Can update our items and the Workshop will keep all versions we can revert back.
3 - You will never lose your Workshop item.
4 - And be able to load all from any PC where you login with your Steam account.

___

That in-game Steam cloud is not made to save and is very limited where users must empty the cloud folder to be able to create more cloud Blueprints for their second PC, and gave problems to member using that option with only one PC.

Excuse me, it's not the first comment of yours I see stating that, "in-game Steam cloud is not made to save".
If this is the case;

Why is this not hinted or mentioned in the game at all? I have not seen any tooltip or mention of this in-game and ONLY NOW, after years of playing, I see this.

Why this bug doesn't affects everyone then? (including people who have been using the cloud for years and that still have not been affected by this bug)

If the best solution is the workshop why is saving to cloud even a thing? After all, the workshop could be used to "transfer between pc's" as well.

It's just something I see every years, players enable the in-game Steam cloud and they have problems when the cloud foilder is full.

I have reported to one of the SE Programmers and he told me there was no problems when he tried it.

Best you can do would be to ask them :

How to have a SE Programmer testing the Bug for you and tell you what is going on :

-> Click "Submit Bug" or "Request help" on the Support Portal to have a SE Programmer testing the bug for you and be able to chat with you.

(create "Bug report" or "Request help"(Private) or "Feedback"(Petition) on the Portal)

I will add :

Nothing is saved to the Steam Cloud with SE Game.
+
A lot think their world saves and bllueprints are saved to Steam Cloud and they lose all their creations when they think so.

= Not fun at all to lose our creations, I can tell because it happened to me when my hard drive died a long time ago and that is why I now take advantage of the Workshop.

I may lose my PC for X life reason but I don't lose my Workshop items.
