First: Try cancelling the installation process at that point. Is Space Engineers in your library? If it is just try to launch it and see if it runs.
Second Suggestion: Steams new UI is causing some really strange issues for some people that it shouldn't have an effect on. Try using the old Steam Client UI. Here's instructions on how to:

My only fix is the following.
1. Launch Steam
2. Launch specific game
3. Open Task Manager
4. Go to "Microsoft .NET Framework", right-click and "End Task"
That's launched the game for me, but you have to do it every time.
I had one time where the Framework closed out, then popped up again immediately. But closing it a second time worked. Thankfully it's only a couple games doing it to me.
going to the task manager and killing the Frame Network task does help, but doing that everytime is no solution :(

It does not happen for the majority so I strongly recommend to contact a SE Programmer and give them the needed date so they start working on a fix for the game to run in your PC.
Click "Submit Bug" on their Support Portal to have a SE Programmer testing the bug for you and be able to chat with you :

2. At the bottom of the window that opens click the Save All Information button and save (the simple text file) to somewhere you'll remember where it is to upload it to support.
2. A File Explorer window will open in the location of where your log files are. Look for and copy all files that have .log at the end of their name and upload them all to the developers with your System Specs file.
They're probably going to ask for this information so send it ahead of time to skip over their response to your report asking for it.

I personally suspect our fellow community members that are experiencing this error have something going on with their computer. Everyone having this issue should do some of their own investigating and maintenance:
1. Run a Virus scan.
2. Run a Malware scan.
3. Run a System File Check:
- Start Menu > Type CMD and click the option to Run as Administrator
- type SFC /scannow
4. Check Disk sectors:
Same as suggestion 3 except type CHKDSK
5. Be absolutely sure you have the latest C+ runtime release. Download it and re-install it.
6. Be absolutely sure your operating system and all your hardware drivers are up to date.
If you would prefer not going through the above suggestions reinstall Windows, replace it completely. Don't keep system files or data replace them. The above steps may lead to having to do that anyway. There's something not right with your computer, unfortunately, if you're having this error.
