Reduce the number of mods ?
Use a text editor, copy and save the mod list section from the save file as a text file and paste it in to new start games, but you need to edit/maintain that if you make changes.
1 - Test all Mods in a testing world to see if they are compatible with the new game version, so a thing to do on every game updates.
2 - Create a new Star System world where you add all your tested Mods.
3 - Do your Favorite world advanced settings.
4 - Load to see if all good.
5 - Exit without saving if all good,
6 - Publish that save in your Workshop and set it hidden for Perso use.

This way you will be able to reload new every time you want, never have to redo you Fav world setting again, never have to add your tested Mods, never lose that save and will be able to load from any PCs where you login with your Steam account.
I have all sorts of Premade worlds setup to my liking, some where my character starts at a easy Biome, some medium and some hard start.
Mods are downloaded and installed automatically when loading a Modded world save so the Workshop world is the best and easy way to save our Mods list.

We just have to do it one time only.
Then you only have to select one mod for your games.

Apparently it doesn't load the mods in any particular orders. So it may not be the best option depending on the mods.
Dan2D3D way is also a good one if you know you will always start new games from the same start.

-> Important to know on Portal Feedback (suggestion) :
1 - Feedbacks must have only one idea in for the vote system to work properly, more than one idea to vote on will become unusable.
2 - A good title that shows what is in to vote on will give it a better visibility to have more votes.
With 100 mods I guess you could split that into sub-packs based on the needed load order, also making the isolation of failures easier...

I have published my Fav Mods in my Workshop so I never have test and readd those again.
I can tell it's much better in the new game version because I have a ship with open/close ramp using one hinge that was moving on its own but all good in the new game version.
