Cannot get tools on Hot Bar

I accidently placed a block on one of my designated tools in the hot bar, and now even after exiting game several times, including restarting computer, i cannot access tools on hot bar. I have even rebuilt them

you get the tools in the hotbar by hitting the "G" key and dragging them in like you would a block,

Are you saying that when you open up the 'G' terminal, you can't find on the list that's on the left side, player tools? If so, maybe verifying the SE files may help.

As been said, hotbar isn't set up for you to drag existing items into it for use. Instead, open the G menu, look for handheld tools (as opposed to block tools). Drag the icons to the hotbar (which will appear active as long as you have the tool of appropriate type and grade in your inventory), and now you can select and use it as expected.

Hi, it may be bugged in the world you play and that is very easy to know by creating a brand new Vanilla world to see if the same.

How to save a world in your Workshop :
1 - Select your save.
2 - Click the "Publish" button on the left.
3 - Choose a proper Tag, check Steam upload and click the OK button.
4 - Your world will be uploaded to Steam Workshop.
5 - Paste the Workshop item link here.
