I assume you have some ship already docked with that station.
To fill bottles, they need to be placed in either an O2/H2 Generator with ice, or a Hydrogen Tank. Both of which you will need to have access to, usually by being your own grid.
When you buy hydrogen, it will transfer from that stations Hydrogen tanks to your hydrogen tanks through the connector which your ship is connected.
I suspect here that you have no ship connected, therefore no where to put the Hydrogen as you do not have access to the stations grid to use their Tanks and O2/H2 Generators.
I bought the Hydrogen at the UNSH store. I was trying to add 3 full bottles to my inventory so I could scout a good spot to build my base. I bought empty bottles. Then I bought hydrogen. This was from the store in the UNSH Beacon Station.

Trade mode option will prevent power and Hydrogen to go through, we can see more details on mouse over that "Trade option" on connector in control panel.
Bottles can be refilled when placed into a O2/H2 Gen having ice in.
So it is/was a thing to buy Hydrogen and not sure if the same today.
