Create a world. Edit settings, make it public, friends, or private. You can choose the limit for players and items, by the way.

Once in game F3 will bring up a menu that will allow you to change player limit as well as kick players if you need to.

and if you're reffering to dedicated servers, they don't exsist for SE yet.

Just updating on this post as i stubbed upon it on a google search. SE dedicated server hosting is now available bother through a dedicated host or on your own machine.
