Inventory Bars, how do they work?

The blue bar above the toolbar indicates your character's inventory level, and seems to also do so when you are in a vehicle for the vehicle's cargo space. But not always. Other than magnets, how do they work? I would love to know when my miner ship's cargo is full, but it only sometimes tells me.

In a vehicle, you have to use the Block Tool button. Once your vehicle tool is active (i.e. you can left/right click to drill, etc), the blue inventory bar becomes active.

In the vehicle, press G. Go to Block Tools. Add the block tool button you want to your hotbar. Exit the G menu. Press the number for your block tool. Now you should see the blue inventory bar.

Pretty sure you're talking about the blue inventory bar for BuildInfo. I may be mistaken, but I don't think that's a vanilla feature. I always use BuildInfo, so I don't know what's vanilla anymore. :D
