System.InvalidOperationException: There is an error in XML document (0, 0). --->
There is an error in an XML file somewhere, it could be your global config file which is written in XML.
If you run the server as local / console, it's here:
%appdata%\Roaming\SpaceEngineersDedicated\Default\SpaceEngineers-Dedicated.cfg
If you created a custom instance, it's here:
%ProgramData%\SpaceEngineersDedicated\<INSTANCE NAME>\SpaceEngineers-Dedicated.cfg
Delete that file and let the server software regenerate it with the correct syntax.
If that doesn't fix your problem, it could be one of the XML files in the server files themselves, in which case, the fix is to delete all of the server files and get a fresh .zip file from here:
SteamApps\common\SpaceEngineers\Tools\DedicatedServer.zip
Extract that and try again.
One of these two things should fix your issues.

Nikolaj
You're quite right, it does have similarities to ancient Greek, I was just explaining where I got the clue from :)
What's your new issue and have you got some error codes for me to look at?
The server software isn't brilliant at this point, but it has proved itself to be quite stable, so long as the prerequisites are met.. If you haven't already, I'd try re-installing the .NET 4 framework to see if that helps.

Nikolaj
TY again tho I do appreciate your assistance and attempts to help =)
You need to use the ID64 format ID for the admin and steam group fields..
Your ID64 steam ID is 76561197997003896
As for the steam group ID, you can go to this little guide: http://forums.keenswh.com/post/6923894
Which explains how to get the ID for a steam group quite nicely :)
