The answer I think you're looking for, is that you need to go through every ownable block on the ship (ones that show up red in the terminal), grind them past the computer components (it's the blue bar on the progress meter, often so close to the red one you can't tell the diffrence) and then rebuild them to full. Note that if the block is damaged, you'll have to break it down farther than the blue line. The more damaged it is, the farther you have to go. If you're just getting into this, I suggest repairing blocks before you try to change ownership, or you may get frustrated. Be wary of turrets, as they will start firing once they're repaired. It's safest to do with power removed from the ship, if that's practical.
The answer for how to change ownership of a block, is to select it in the terminal, and on the right you'll have a drop down menu for who you want to set the ownership to. Note this is only available if the block is owned by you already, or entirely neutral. It is also not necessary to do if you're employing the previously mentioned grinding method, as the ownership gets set to you automatically when you rebuild the block.
It also helps newer players, particularly ones who dislike watching out of game tutorial videos, understand how the different blocks work together to make ships work. You get to see what parts of their designs work well with how you play, what parts are atrocious to deal with (for me, the claustrophobicly small hallways), and it gives you better ideas for how to build one that works the way you want it to.
Back on topic: As most others have said, the only way is partially disassembling the individual blocks and rebuilding them. But if you just want to scrap the ship for materials then you don't have to bother with rebuilding.
OP: if you wanna be a little cheaty about it, you can leave your world, tick the "reset ownership" box in the world options, return and everything will be owned by nobody. You can then set ownership how you please.
Be careful of turrets. They will fire on anything that's not the same ownership they are, even on the same ship.
p.s. i think the "reset ownership" is now a 50,0km 360○ reset.
i found at the hard way, drones and cargo ship were off.
and i started back to home base, 280,???m flight. and found more
drones on the way, that did not reset. but i may be wrong and it was just a glitch.
