Building solar panels or batteries requires a lot of nickel and that is going to be your problem. I also didn't realize there wasn't enough power cells to build a battery until I had already committed them. It sucks that you can't grind them down.
If your not too commited yet, I would suggest starting over. Find where you want to build your base. Build a landing platform with a merge block in the center and add one to the lander. Merge the lander and base so the batteries in the lander can now power your base. Build solar panels off of your base to recharge the lander batteries through the merge block. You don't need extra batteries at the start, but you need a lot more than 6 solar panels to keep the 4 starting batteries charged.
The text panel implies that the needed items are in the container. It's a bug one way or the other.
There is supposed to be enough in the box. Devs have stated they are aware of the issue.
The other option if you don't want to take the lander apart is to use some of the solar cells, they break down into nickel and silicon also, so you can make one less solar panel and the batteries. I would suggest only using one battery though, multiple batteries become wonky.
