This is not true, the work it takes to upscale the resolution is incredibly small.
Let's look at running the game at 1080p, that equals about 2,073,600 pixels, and 720p equals about 921,600 pixels. That's less than half.
Now what that means for performance is that when running the game in 720p your GPU has to do less work when compared to 1080p because it only has to do the calculations for half as many pixels to fill up the screen.
TL:DR Lowering your resolution does up your fps.
