Whenever you have a lag of a few seconds, it means the game is loading something in.
You can check with the Admin tools and see if there are any large grids nearby.
How flat is the terrain in the Carcanet Star System?
Many have advised moving to Mars for the encounters, as the terrain on Mars is flatter than on Earth-like or the Moon. The understanding is that uneven terrain can cause random spawns to fail.
Others have reported that you have to be moving around at about the 30 minute mark, to increase the chance of spawns. They need to be on level terrain, not too close to your signals, and then you need to travel into range of their antennas. Antenna broadcast ranges vary, from 1.5km, to 20km, with most being within 10km.
That helps, but only to a certain extent.
At about 20km, the signal will often unload from the world, and from the Entity List in the Admin Tools panel. However, the spawn location is still set. When you get back into range the faction might change when the signal respawns.
-> I've setup all encounters options at Max with Planetary encounter enabled, selected Titan Drop Pod, build a Respawn station with Rover and one spawned while exploring Titan using my Rover.
Did a 17 Km ride away from my station and one spawned 15 Km of my Respawn station so between me and my station and had to turn around to go there :

I did not tested and I strongly recommend to test in a copy using "Save as + change save name", mess with the settings of copies and load to see how it goes.
Always Best to use a testing copy for not messing up your Favorite save.

The new PVE options goes like this :
- Global Encounter Cap = Factorum stations in space only.
- Encounter amount = Space and can be setup on creating a new world only.
- Random encounters = Space only
- Enable Drones = Space only.
- Enable planetary encounters = All planets and moons.

- The animals count slider and Wolves/Spiders ON/OFF = Wolves on Earth, Spiders on Pertam, Alien and Titan.
Yes, there are spiders with lightning on Pertam but we can enable/disable anytime we want.
May be there is a mod that enables these hidden encounter options for the old saves? Like run-once mod, that can be disabled afterwards.
I'm getting new encounters. All from existing factions, nothing FCTM just yet. I did get an SPRT Stronghold pop on my old save.
I did start around Most Wanted, so after the official release, so how old of saves are we talking?
New save = save of a new game created after certain patch. Old save = save first created several DLCs ago.
I have another save with base on Earth (and no spaceships, only atmo ship). I tried searching for any activity - nope. A lone trading station on other side of the planet.
But once I started a new game (on Earth again), new (and armed to the teeth) NPC stations started to pop everywhere like mushrooms.
