Tested a Rail Gun with CTC and rotors = all good :

That said, you may share your save here so me and Veteran players can load to help you find the cause with solution.
-> How to share a world save on the Workshop :
1 - Select your save.
2 - Click the "Publish" button on the left.
3 - Choose a proper Tag, check Steam upload and click the OK button.
4 - Your world will be uploaded to Steam Workshop.
5 - Paste the Workshop item link here.
No Mods would be better to avoid long downloading time.
I have noticed a similar problem when adding new solar panel block on setup already tracking the sun, doing so bugs the CTC and noticed it is better to turn OFF the CTC before adding new blocks on its rotors.
= Doing that ^ quick test give the first clue as to know it's bugged in only one specific save.
