There has been a few additions that can be a little controversial like the new inset kitchen block having a controllable light in it where the vanilla kitchen doesn't have one.
That said, DLCs are mostly Deco blocks, some add new cockpit, some add new Safe Zone skins (station shield), some add character emotes, some add new block textures, etch ...

DLCs don't give any stratgic advantages to players using.

DLCs can be shared free for all to use when published in a World saved on the Workshop.

DLCs can be used by all players when going public servers or local world set on friends mode.
We are not able to build DLC blocks if not having the DLCs but we can use when shared in a world.
EDIT
For example :
The in-game Trade Stations (stores and contracts) have DLC Deco blocks in and all players can see the DLCs and use even not buying any.
Most of the DLC are cosmetic blocks and large versions of blocks that are available to everyone in the vanilla game. You're not missing out on a whole lot not having DLC packs.
The game can be played vanilla without even any mods for years without getting bored with it. I played mod and DLC-less from 2012 til around 2018.
I did not noticed double-bladed wind turbine giving a bit more cause not tried yet and can't find any reports about this but I will go try, thanks for telling.

I know the nornal Wind Turbine can go up to +1MW in heavy wind.
No, they produce exactly the same output.

I'm sorry, Dan, but that kind of test is meaningless because the weather is not a static system, results will always vary. As I said earlier, the block performance for all game blocks is defined in the game files, which anyone can look at to confirm.
