Now that you say that, I feel as if I've been scammed.
They aren't hiding the truth so it's not a scam. It's just how it is.
They definitely aren't acknowledging it though.
If this game seems to be something you'd like it will be well worth $20 to you.
I suggest watching some YouTube videos before you buy so you don't mistakenly get the game for something it does not do or something other than what it is. For example there is very little to no combat in the base game (without mods). The vanilla game is a survival Sandbox game.

Just because it exists and you don't have it doesn't mean it's necessary or superior. That's just FOMO rearing its ugly head in your psyche.
I played SE for 6 years with zero DLCs and never missed them. After 2500 hours of fun, I figured Keen had overwhelmingly earned my support via a few DLCs (though I haven't bought any of the separate skins). If you've played less than 20 hours, don't sweat it -- pay for only the base game at $1 per hour of play time.
To put it in a larger context, would you rather pay for play-to-win loot boxes?
A lot of players don't realize that the hybrid "base game update FOR FREE for ALL PLAYERS + OPTIONAL COSMETIC DLC for VOLUNTARY purchase" model was a response in the 2010s to the rise in pay-to-win games and in-game microtransactions.
Players unfamiliar with this may think that a DLC access panel or grated stairs and catwalks somehow makes a DLC owner "win" Space Engineers more, but just compare it to actual pay-to-win content in other games. It ain't a premium tank in War Thunder.
Other studios/publishers who use this model are Bohemia Interactive (Arma 3) and Paradox Studios (Stellaris, etc). Also, Ludeon's Rimworld. I would argue that some of their content comes far closer to offering unique/situationally advantageous DLC items than Space Engineers.
No one's tricking you into mandatory purchases for SE.
Thinking that the industrial large H2 thruster or cargo block are pay-to-win advantages strikes me as a contrived argument. Just backstop the vanilla H2 thruster with a 3x3 of armor blocks, and you've sealed the thruster base against hydromanning for the same total block volume as the industrial thruster. Heck, many players don't even notice that the mount points are different for some of the industrial blocks -- they only complain about the reduced conveyor ports.

THe DLC only really comes into play when you want to build something nicer looking and use it on a public server. Unless the DLC content is specifically blocked on a privately owned server, you can use the DLC EVERYWHERE.
Where people get salty is if something nice is published in the workshop that requires the DLC. You cannot build or paste in the blueprint without those blocks going missing.
The flip-side regarding the DLC, is that being able to find new purchasers is pretty limited in terms of revenue. The market is pretty saturated. However, the people that are long term players are pretty apt to make a $5 or $6 purchase once in a while to continue supporting future development of the game. Coders have to eat and the money has to come from somewhere.
However, if you don't buy the DLC, you still get the base-game updates. So the DLC is 100% optional and is only cosmetic.
