Slow, short range, means bad for moving targets.
To dump into a base or at very close range they can be useful but in most cases there are better weapons now.
When I find rockets earlier in the game by raiding ships, I don't bother building a launcher I build a handheld rocket launcher. Much more useful for taking out opponents weapons that way.

Way more dangerous when I add temp wings with Decoys on my ships, I have time to go very close to the enemy and destroy it while its turrets are busy shooting at the Decoys.
In survival it requires slightly different logistics from other ammunition, the weight of the ammunition and resources used, large conveyor etc...

You will see that weapon can be very deadly.
