Report a translation problem
Of course it could also be that your batteries are not set to recharge but instead on auto and already full with 3MW/h of power.
Without a screenshot of the batteries stats from the K menu there are many possible reasons and no way of really finding the solution without just throwing random guesses at it.
I create "Recharging Stations" and I have noticed that the more Wind Turbine I add will recharge faster but there is a limit where it always takes 15 minutes to recharge, and I found a way to recharge in 5 minutes by adding Batterties on the Station that I set on "Discharge" only when my ship is connected and doing so will lower the Recharging time.

Recharging station = Only Wind Turbines and connector so they will have only one Job to do that is recharging the connected ship.

That said, not sure how it goes when using a Nuclear Reactor to recharge batteries, it may be bugged and need to be reported so I will do some testing with it next time I go in-game.
How to share a world save on the Workshop :
1 - Select your save.
2 - Click the "Publish" button on the left.
3 - Choose a proper Tag, check Steam upload and click the OK button.
4 - Your world will be uploaded to Steam Workshop.
5 - Paste the Workshop item link here
I used an earlier reactorless design on the ship thats not connected, but adding a large reactor doesn't affect it either
Details :
1 - I loaded your Workshop item and noticed it was set creative mode.
2 - Save and exited to set survival.
3 - Loaded and noticed the Batteries were recharging without changing anything.
They keep going down a bit and go Full charge because of the Reactor and Uranium in :

Conclusion
Not sure why it's not recharging the Batteries on your side = ??
EDIT
But your ship got 300 Uranium in so +200 days of power.
You should see the power in days/time changing on cockpit screen, it will show the Reactor and change for batteries so there are 2 values showing up.

You may turn OFF the Batteries to show the Uranium time only and works the other way around so turn OFF the Reactor to see the Battery time.

The only "problem" I found is the Wind Turbines don't give their Max Power, those must be 9 blocks above the soil and have 8 blocks of clearance around them to give Max Power.

We use Reactor once we are Rich so Batteries are not needed, because the best concepts of the game are the Nuclear ships, it's like the last stage / main goal.
