If not, then I would recommend using admin tools (Alt+F10) to change it that way, then when finished, simply turn it off again.
I forgot to tell that although I am the ownver and founder of the IDO Faction, there is another one. I think the other one is the some remnant from the creator of this scenario.
( This is Offline mode and single player game. )
That may be the culprit. Shuld I just to kick it out? It may screw the scripts, if there are some.

I don't think "Pertarm Orbiter" is a scenario, I think it's in the available Custom worlds and I can go in to see if I have the same problem.
I will be back later with more info ...
+ Pertarm Orbiter is not in the scenarios Tab but available Custom worlds.
All is ownwed by a Dead NPC and set to "Share with all" :

Solution :
Hack all blocks, so you must grind all blocks to the red line, grind and rebuild all the blocks containing computers to be able to change the ownership.
OR -> Cheat :
1 - Enable Creative from the admin menu Alt+F10
2 - Open control panel of the grid Terminal.
3 - Select all blocks on the left (highlighted) and change ownership to "ME" on the right side.
Edit
-> All grids are set on "Share with all"
I've tried both sollutions, it did not helped. Nor the admin tools on, nor the ownership set to me.
And it is too much pain to try to grind and rebuild all the functional / blocks containing computers. It will be easier just to get acustomed with the names given by the custom game scenario, or as you have found a custom world.
I think i will let it be as it is and try to not overthink it.
BUT
You could aim at the ship, hit Ctrl+B to create the Local Blueprint that willl be saved to your C: Drive F10 in-game, select that new Bp in F10 and paste in the world.
= It will be set to "ME" on pasting and just delete to other one with Ctlr+X, must do so with creative enabled from Admin menu.
