Report a translation problem
I tested yesterday and all DLC blocks are available in Offline mode :

In case you don't know me I must specify :
I am not a SE Dev but forum Moderator community helper/game tester and I help the SE community since 2013 because it's my Favorite Sandbox game on Steam.
-> I collect the most talked about every months to send to the SE team and they gave me the [Dev] Tag so I can be admin of the Workshop to help more.
-> Players can sell suit parts to make a bit of money $ and/or buy suits from the Steam Market and surely the reason why we must be connected to Steam to use those.
If your new to the game then you dont need to switch to offline mode for single player, just set your world to single player and dont worry, or set a password in the event you want to invite a friend.
Sadly a lot of games are set up that you cant play single player modes offline or they are multiplayer only, a few others require you to set an account with the games main website just to play them.
There is a way to use Mods in Offline mode but they will not auto-update when online so we have to copy/paste the new Mod version, when it updates, to the appdata SE Mods folder to update those Offline Mods manually.
This is misleading and anti-consumer. I just bought the game and all dlcs to give it a shot but it looks like the game is unplayable offline. It's a waste of money to get the dlcs. This is a complex game, what's the point of playing it when the content you paid for doesn't even work. Who knows what else is broken after I invest hours into the game and find out. According to what I found online, this didn't used to be the case. Everything worked offline too but then at last as far back as 2019, the developers broke it and made online a requirement.
I really want to give this game a shot, that's why I bought all the DLCs too, to support the developers, but this is insane. Can't use the 12 dlc's I bought offline.

This implementation though is unacceptable. It's anti-consumer. I should be able to use all the DLCs I purchased offline. This is a feature of steam and yet half the game doesn't work offline. Let us use all the DLCs we purchased offline.

Just telling players here on Steam is not enough, they must receive more than one report to think about doing the changes.
= Only one asking for it is not enough, so don't be shy to let them know by Email.
I use the Email, too.
Could you please try to escalate this issue. Whatever you can do. It's really important to me.

Basically all of them that are connected to marketplace.
Don't starve together is another prominent example - no dlc or skin content while offline.
The game is supposed to work offline, the base game does, so the developers need to provide a solution for their dlcs too to work offline. They are just screwing their paying customers, so why would I ever buy anything from them. I bought the game and all dlcs to be able to play it offline. They can just load all the skins,textures and whatever else is using the marketplace if they can't connect to the internet.
From my research, all the dlc content is already on your hard drive locally, so just let us access all of it if it can't connect to the marketplace, or just put a checkbox in options to play offline and then load the textures from the game directory.
From what information I found online the textures work offline if they were set on an object while online, you just can't set new textures, pick different suits for your character etc. Given that everything is already local, it shows in game if set while online, it should be simple to just add a check that says if you can't connect, just load all the textures from all the dlcs anyway.
