Report a translation problem
If it's multiplayer it's not your fault. This game utilizes what's called "server-biased rollback netcode" - basically, if there's a desynch between the server and client, the server's state always overrides the client's, resulting in the player experiencing rubber-banding. This is a poor design choice in most cases although the reason SE uses it is to prevent grids from teleporting into each other serverside while moving in close proximity. Combine that with the large amount of data that has to be transferred between server and client every game tick and the result is a game that's EXTREMELY sensitive to even the slightest network disruption or bottleneck.
That ping tool you used should go in the bin. You don't need a tool for that.
1. Right-Click on the Start Button and choose PowerShell or CMD.
2. Type ping <IP address or website URL>
There is absolutely nothing anyone can do about a faulty connection quality other than you getting a faster internet connection. Your connection is adequate and it seems stable so it's not your connection.
Suggestions:
1. Upgrade your Power Supply. 750watts might do it.
2. Turn the graphics down.
- Try the lowest settings without changing anything. If that's better try medium (it looks like you are on low or medium this suggestion is irrelevant if you are).
- Turn Post Processing off. Disable it.
- Turn Anti-Aliasing off or lowest.
At least try the lowest settings if you haven't to try them as a test.
3. Run this and enable the plugins that disable logging and analytics and things like that, especially do NOT run Rich Presence. That's a Discord connection thing. If you participate on discord do it through the app or website. As for any programs you have running if you're not using it or don't need it shut it down.

If lagging during multiplayer, it's the game's crappy netcode.

I was wrong about the 650 watt power supply.
In single player I have basically no problem with the game.
But in multiplayer there are problems. Although in other demanding games I had no problems, apart from low fps.
If we assume that the problem with my PC ..... How does it give 120 fps in the game? (even in multiplayer).
Usually if there is a problem with the iron it will not give such figures. And if it hangs, it will hang specifically because of problems with the PC. Which does not happen.
And all that happens more like lag in the game and high ping in the game.
Since it's hard to explain the delays or the fact that the game ignores my actions during construction. Or delays of a few seconds.
I changed Windows 10 to 11. I changed the Router. I've changed the tariff at my ISP. And the multiplayer game is still as bad as it was.
Well, upgrading PSU will raise the computers perfomance... i learn something new every day.

btw: I run SE on a Ryzen 5 2600X, RX470 and 500W PSU on 1080p without problems. Regarding to your weird logic, it shouldn't even start on my weak rig. ;-)
In the real world you choose the PSU depending to the power consumption of your hardware. You don't get better performance just because of an overpowered PSU, you'll just have more loss, less efficiency and waste energy. When using a too weak PSU, the computer will not run slower, it will just crash (or not even booting up).
Since the problem is only in multiplayer but not in singleplayer, it's very likely just a network related issue. There's absolutely nothing wrong with the PSU or the other hardware in op's computer.
@op: did you try another server? Maybe it's just the server you are playing on? What internet connection do you have?
This is literally just how the game is, there's nothing for you to "fix" on your end. Wait for SE2 and maybe we can get some good netcode, otherwise it is what it is.
Join low population servers without mods for the best experience, performance-wise.
Server hardware is *IMPORTANT*. If the server can't keep up with the load, it doesn't matter if your system is some godly-specs beast.
As for OP's system, and PSU... They've got more GPU than I do (I've got a RX 580) and I don't really have any problems. Power supply is beefy enough, since the 5500's recommended specs call for a 450W PSU. (the card itself is only 130W at max)
CPU-wise, they're more than over the minimums @ 3.6-4.2Ghz
The PC is fine. Get a better idea of what's going on with the diagnostics info from Shift-F11 while in game.
Is your RX470 4 or 8 GB?

The minimum ping in the server list is 108. For the maximum limit is not.
Actually I bought the game back in 2021 and in 2022,2023 for me it did not get better.
Games that host players where the restriction is 8-16 people, there ping can be even from 30. But in fact the game in multiplayer mode is not working properly.
Regarding the productivity of the servers. I tried to play on the most different. And the problem is that this problem everywhere.
I mostly play Local world set on "Friends mode" and I can share my testing with you :
1 - I have tested all different worlds to find the one I have a better Perfo in and end up using a Asteroid only world because I have a better Perfro when hosting this one.
-> My intrenet connection is not the best so I play no more than 2 to 4 players maximum.
-> I also noticed I have a better Perfo when all PCs connecting and the host set the game graphic on Default Medium 70 FOV.

2 - I have tested the SE Dedicated server and it was better on Default mode and run in my second PC.
-> We have 2 game modes :
- Default mode = Better MP Perfo but limited where server admins can change that limit to be fair in PVP.
- Experimental mode = Unlocks all world advanced settings + can use Mods + can use Scripts + can disable the Block Limit.
I recommend to test all worlds and all game modes to find the one with a Better Perfo so the one your PC can support better.

-> Report to the ones working on the game and they will be able to chat with you and may give you a good solution if you give them all the important Data so they can have a look at your problem.
Not related to your problem but something I do most of the time.
I prefer to go MP in premade scenarios like : Race track, battle for the ores, Dog fight arena, etch ... than going MP just to build.
A cool PVP match is much better than going MP just to build.
I recommend to try this premade scenario I use with my son and best friends to see if you have a good Perfo in this premade world :
