Where I'm at, the internet provider went down for a month or so.
I used my smartphone to connect to the web and started SE, once I was in the world, I disconnected and had all my mods to use while being offline.
I think it works by getting the mods from Steam otherwise you can't use mods offline.
There is a way around using mods offline by getting into your SE files and doing computer stuff that is above my comprehension.
Maybe someone who knows how to do it will come on here and explain the procedure.
The Workshop Items/Bp/worlds/Mods... Copy from here :
C:\Program Files (x86)\Steam\SteamApps\workshop\content\244850
Paste the Mods here :
C:\Users\ YOUR USER NAME \AppData\Roaming\SpaceEngineers\Mods
Try those steps :
1 - Copy/paste the Mods in the appdata one.
2 - Create a new world, while online, with all your Fav Mods.
3 - Load to test if all working good.
4 - Save and exit.
Now open the game without internet connection and create a new world, doing so will create the Offline Saves folder that will have a short number as folder name in the appdata SE Saves folder.

Transfer the Online save, the one with your tested Mods, into the Offline saves folder (short number).
= Now that Modded world will show in your Load games menu in Offline mode and you will be able to load that save without internet connection.
You will find 2 folders in the "Saves" folder " :
1 - Long number folder = Your Steam ID and used for Online saves.
2 - Short number folder = Used for Offline saves.

I'd like to thank you for jour Quick answers and your suggested tips.
I've tried to inject manually mods in repertories of thé game (in appdata and directly in the Steam folder) and it don't work.
I'll try soon to jam the system with a web connection and looking how I can manually write mods locations in savegame files; this may be the last option I Can see yet. I'll write you back when I will have tested this probable solution.

I'd like to thank you all a lot for your help. Excuse me by advance for the delay of my answers: work don't wait 😌.
As you suggested, I've tried to copy and past mods in the AppData Root (more accurately, in the mods repertory of SE inside it) and, surprisingly, it don't have worked: Game have not recognized them, for my Big surprise.
Then, I've tried another tactic : I've created a new virgin game to inject some mods. After having done this, I've opened with np++ savegame files from each side (the New one in connected mode and my actual test game, offline) . I've located portions of concerned codes (between <Mods> flags) and have copied/pasted all the concerned code lines from new savegame files to offline ones (files are named - by memory - "game" and "game configuration"), and tested it.
Nothing new appeared in the offline game. Apparently, this manual code modification don't work too. The algorythm modifications done by myself in savegame files probably been incomplete to be properly taken in consideration by SE, it's possible.
Next strategy: creating a fully new game in online mode with all mods, then, moving it to offline repertory (in AppData Root). The repertory is protected by a subsystem security (Root indicated as protected by a Blacklist when I try to copy and past any file inside), but I'm able to copy and paste the necessary files in native system instructions 😉👍
I cross my fingers it will work this time.
