In answer to the next part - yes. You will have to do a LOT of digging of basic rock/dirt to smelt into Iron/Nickel/Silicon.
This is more than sufficient to build your first wheeled vehicle. Use batteries. Place Wind Turbines on your base for consistent energy, build at least one Large Battery on your base to soak up any excess energy that is produced, and when you dock your 'car', set those (vehicle) batteries to 'recharge', so that you pull the maximum charge into them as quickly as possible.
