can a big port connect directly to a small port?

You can use Connectors, those will connect a Small Grid vehicle to a Large Grid one. Then you can transfer storage, O2/H2, Power.

No. Small and large ports on the small grids can't directly connect.

As for drills with large connections, why would you need that? Large conveyors were made to transfer bigger components, like Antenna parts, but raw ore, ingots, and machine gun ammo can all be transferred via small conveyors.

just so i dont have to use the big conveyor junction to convert from small to big - i have the drill on a rotor

Use an advanced rotor at the end of your coveyer line, it also has a conveyer function, cut off the rotor head piece and go to the menu lists, find the advanced rotor, and select add small rotor head, on this you place a medium container, from that one you can place small grid that are directly conected to your large grid. And it stays put even if you get a lack of power.

Though, you can take advantage of other blocks that have both small and large ports. For example, a very common technique in mining ships is to connect cockpit's small ports to O2/H2 generators small ports and then the O2/H2 generator's large port to cargo container's large port.
