It is intentional.
Refinaries wont give up ore they are already refining. you'll need to use scripts to get them to do that.
Like Loues said, thats not possible unless you use scripts.
For a different solution i would recommend you to build more refineries and designate several refineries to one ore(via a sorter) and block it from entering the other refineries.
the sorter uses the same pull requests to get stuff through it.
All you need is a simple quest to clear all ore out of all refinaries then you can let the sorts pull stuff back in.

I currently have 52 refinery, and 25 arc furnaces. And It still takes many hours to process one full mining ship worth of ore.(the ship has 6x large containers large ship, with 10x refinery speed and 10x inventory size.)
