There is one option in the world setting called "Unsuported Stations" usualy that is the reason.
But since the last major update the "trigger" that converts stations to ships automaticly when they are no longer supported seams to be not fully funktional, in those cases you have to do that yourself.
Yeah I built a large rover to explore earth with and when i removed the landing leg holding it up, it hovered there. Had to hop into it and covert it to a ship.
Ps there is also a setting on the save screen for unsupported stations. This means anything thats a ststion simply wont move at all. I play with it off so that my stations can move and require thrusters and gyros to keep still :)
