Report a translation problem
I can tell I see some from time to time reporting similar problems while all good for a lot and I am still not sure on the cause.
Steam app may just need to reinstall over wihtout uninstalling it!?
-> doing so avoids uninstalling all games cause it just install Steam app over.
(Download Steam exe installer and double click on it to start the install)
Well may be worth to try since you said SE was not in the process, so a Steam "bug" maybe?
To compare, share your install Dir.
-> for example, mine = Steam and SE are installed on the C: Drive.
+ I have 2 x 1T Hard drives = C: and D:
I see that behavior from other games as well, in cases where I have the steam cloud enabled. but as I mentioned I have the steam cloud disabled for space engineers as my blueprints alone are well over the space limitation of the steam cloud anyways.
and steam has been saying thats its been running for the last half hour or so.
I had a fresh install of my whole PC including steam just last week so I doubt that's it.
Doubt this matters but Steam and SE are installed on E drive.
C: = 500 GB SSD sataII
D: = 2TB HDD sataII
E: = 1TB SSD PCIE
all 3 drives have roughly 50% free space, give or take 2% in either direction.
just so I can have more clues cause another member having similar problem was using USB Drives... it's more for me to find similarity between gamers having the same problem ;)

All said they had to Kill Steam process first.
And yes i know i have many doubble letters in there, my keybboard is giving up after 10 years ...
As I pointed out in my initial post to this topic; Spaceengineers.exe gets unloaded from memory and the process getting killed.
Steam still thinks that the game is running somehow.
can't stop a process that doesn't exist.
