Is the DLC block a projection?
Sure the welder is working?
Is it a specific DLC block or all DLC blocks?
I don't have any DLC so I can't investigate this myself.
Have you veified the community reports ?

Always verify the community reports on the Portal because more than A Lot are participating in the making of the game by reporting all Bugs they find so the bug or feedback may already be in with good information from the SE Devs.

Like I mentioned this has been an issue for several years judging by several threads here and on reddit.

Testing details :
I've used my new building station with small ship welder on moving arm, loaded a large block Bp containing 3 DLC blocks and I was able to build with the needed resources :

Conclusion = it looks like a bug in specifc save and you will have to send that save to the SE programmers for testing.
This is somewhat useful, proves you can use a small grid welder to weld large grid DLC blocks, but my issue is the opposite.
I'm welding small grid ships from inside a large grid ship, and the dlc blocks fail to weld. I have not tested if small grid welders would weld another small grid properly because I assume they will. My issue is that large grid welders can print every part of my ship properly only if it's a vanilla block.
I will provide pictures from a new save file later after work
= Because I may test all on my side and will never see that bug while it is in one of your saves ready to share.

>> How to publish a world save :
1 - Select your save.
2 - Click the "Publish" button on the left.
3 - Choose a proper Tag, check Steam upload and click the OK button.
4 - Your world will be uploaded to Steam Workshop.
5 - Paste the Workshop item link here.
Share the save with Bp ready for me to try and add some important steps with the world, steps I must do to see the bug you see.
heres a save with instructions. I made a small grid to test and it can print properly, but as the instructions will suggest, you can go in the hangar I made and see the DLC blocks fail to weld.
if you like, you can even detatch the ship, press the projector on the mk II Egret, and land it on the welding pad on top of the hangar, and see the blocks still fail to weld with those other welders.
Details :
1 - First thing I have noticed is the Projector was not connected to the Blueprint, there was missing blocks so the Bp can't be build :

2 - Deleted the windows in front of the large block welders because they were colliding when building blocks and the main ship starts to move by itself.
3 - I did not used your printing buttons in my second try, I have added the pistons to cockpit toolbar to move those one at time and very slowly to build the Blueprint ship.
4 - I have noticed that some armor blocks are not build when pistons retract too fast so I completed with hand welder.
Conclusion = No need to report as a bug.

How to set all blocks to "ME" :
1 - Open control panel of ship terminal.
2 - Select one block in the left list (highlighted).
3 - Hit Ctrl+A = that will select all blocks in the left list.
4 - Change ownership to "ME" on the right side.
